The three-year LEAP project, which started in November 2003 has now been completed.
The project consisted of 9 steps. First the partners surveyed current practice in integrating EMS with procurement. In parallel they assessed the current procurement processes in the partner cities for selected products. From there, a set of tools - including a model joint procurement scheme - were developed. In 2005/2006 an extensive testing phase was conducted of both the EMS procurement tools and joint procurement. Building on this experience the final toolkit was developed, and can be viewed on the LEAP GPP Toolkit website.
The results were presented at the EcoProcura 2006 conference in Barcelona, which also served as the 2nd conference of the International Green Purchasing Network (IGPN).
